Data Engineer - SQL, Power BI, DAX, GIS

About the Role
Work location: 2-days remote and 3-days onsite in Harrisburg, PA
The client is seeking a Data Engineer to serve as the lead for performance management, analytics, and reporting for a major infrastructure development office. In this role, you will design, maintain, and improve the data infrastructure required to support large-scale grant programs and infrastructure initiatives.
Core Responsibilities
• System Governance: Lead the development, maintenance, and governance of internal data systems, including programmatic, financial, geographic, and performance datasets.
• Data Modeling: Design and manage data models, schemas, and workflows to ensure consistency and reliability across various organizational programs and technology initiatives.
• Quality Control: Establish and document data standards, definitions, and quality controls to support internal operations and external reporting requirements.
• System Integration: Work closely with program staff, IT partners, and external vendors to integrate data from multiple systems into centralized, usable formats.
• Business Intelligence: Maintain and update advanced Power BI dashboards and reports that communicate program status, performance metrics, and financial activity.
• Advanced Analytics: Utilize DAX for measures and calculations within Power BI to support accurate, consistent, and repeatable analytics.
• Database Management: Write, optimize, and maintain SQL queries to extract, transform, and analyze data from relational databases and enterprise systems.
• Strategic Alignment: Ensure analytics products are scalable and aligned with the needs of executive leadership, governing boards, and federal stakeholders.
• Product Lifecycle: Oversee publishing, access controls, and lifecycle management for analytic products in accordance with organizational data and security policies.
• Compliance Support: Assist with federal and state reporting requirements, including data submissions related to program monitoring, compliance, and outcomes.
• GIS Integration: Collaborate with GIS staff to ensure alignment between tabular program data and geographic datasets, supporting the integration of spatial data into dashboards and reports.
• Subject Matter Expertise: Serve as a technical advisor for data-related decisions, advising leadership on data quality, analytics approaches, and reporting strategies.
• Executive Reporting: Prepare high-level briefings, presentations, and summaries for executive leadership and external stakeholders.
Qualifications
Required:
• Technical Proficiencies: Solid SQL skills and basic-to-intermediate Power BI experience.
• Data Architecture: General data modeling and data integration experience.
• Communication: Strong verbal and written skills with the ability to translate complex data into executive-level briefings.
• Agility: Comfort working with diverse datasets and managing competing priorities.
Preferred:
• Experience with DAX optimization.
• Light GIS familiarity (spatial data structures or mapping requirements).
• Knowledge of Data Governance concepts.
• Experience with federal reporting or regulatory compliance.
Optional/Bonus:
• Advanced GIS development or Power BI administration.
• Proficiency in additional programming languages (e.g., Python, R).
